It is 4/13 because if there is four cards of the same number then you would do 4*4 and get 16 then you would take and put 16 over 52 and simplify it

and 12 cards of face (J, Q and K)
so 10 or face cards = 4 + 12 = 16

Probability to  select a 10 or face = 16/52 = 4/13
