Well he is basically letting serial killers go off onto the streets and into everyday peoples lives. They will involve themselves with people and eventually kill or cause harm to people again. They wont learn from there mistakes if they dont get punished for them.

Japan adopted some of the European Ideals in the 17th and 18th century to advance their technology to become a world power. Japan adopted the ideals to support their own economy and militarize themselves. Examples of this are seen in the railroad building. Japan built railroads in a European fashion (even going as far as to hire Dutch for helping advance the railroad systems, called “Rangaku”) to move materials across land quickly, and help the economy. Japan was successful in these tactics, and the Tokugawa shogunate became one of the world powers in the 18th century. The Federal Transit Act provides formula grants for areas other than urbanized. Seven public transit systems are in operation under Section 5311 Program.

The program was designed to provide public transportation for rural areas and communities under 50,000 in population. No restrictions are placed on those who may want to use the services offered.

To encourage public transportation in rural areas, Section 5311 offers federal financial assistance to share 80 percent of the cost with local operators for capital outlay (vehicles, equipment, etc.). Administrative and Operating costs are reimbursed at 80 percent and 50 percent, respectively.

Eligible operators of Section 5311 transportation systems can be local public bodies and agencies, non-profit organizations, Indian tribes and groups, and operators of public transportation services. Private for-profit intercity agencies are also eligible.

I would say C. local feudal lord and his knights.

Because in the Middle Ages, large estates called manors existed where serfs and peasants were taken in. Of course Marianne would have to work hard in the manor, though she would be under protection.
