History

Answer:

England was very attractive (especially for Enlightenment intellectuals like Montesquieu, Voltaire) because of its "democratic institutions" (parliamentarism) and because of its relatively liberal regime (the consequence of Glorious revolution, 1688 and foreign Hannoverian dynasty which did not have absolutist aspirations). It was also inspiring because of its capitalism (Marx was inspired).

Explanation:

England was far ahead of all the continental Europe in this respect. In Absolutism was eliminated in 1688, there was a religious tolerance (more or less) and colonial empire stimulated not only worldwide influence and power but also capitalism and all the processes associated with modernity ...industrialism, secularism, people moving to cities etc.
