Figure of speech is the answer.
If I was ever a snow man, I would throw snowballs at people, but when they look to see who threw the snowball, they wouldn't be able to find anyone because I technically shouldn't be alive. I'd also chase people:)
It is difficult to write a PSA or a Public Service Announcement that operates in just sixty (60) seconds because you have to consider a lot of factors into writing it. First, you consider what message you want to convey. Second, you consider what kind of audience you're targeting. Lastly, you have to make sure that the PSA will effectively convey the message to the target audience in such short amount of time.
In terms of governments, a Democracy or Dictatorship would be antonyms, or opposites. Polar opposite would be a Democracy since it is not ruled over by someone and instead is ruled by the people and state.
