The term gerrymandering is named after Elbridge Gerry, who signed a bill creating a partisan district so he could win as the Governor of Massachusetts in 1812. In elections, such districts where the minority is in the majority can affect election outcomes as minority group voters like African Americans or Hispanic Americans vote against the more conventional, status quo candidates and incumbents.
