Senator Benjamin F. Wade and Representative Henry Winter Davis in February 1864 made a propose bill. The Wade-Davis Bill required that 50 percent of a state's white males take a loyalty oath to be readmitted to the Union. In addition, states were required to give blacks the right to vote, the propose plan also include

This law would make it more difficult for seceded states to rejoin the Union but Lincoln rejected the bill depite that the bill was pass by both house of Congress, Lincoln wanted to mend the Union by carrying out the ten percent plan. He believed it would be too difficult to repair all of the ties within the Union if the Wade–Davis bill passed.
