Changes hands frequently. All types of government can work, even for a small amount of time, in certain circumstances. A government that frequently changes would confuse its citizens. and most likely make them angry, which would cause the government to be unstable.
That means that there is no consistency in their work which only means bad things for the state. Laws keep getting changed and people become angrier and angrier with the government.
