f( - 1) =2( - 1)^3-9( - 1)^2+13( - 1)-6

f( - 1) =2( - 1)-9( 1)+13( - 1)-6

f( - 1) = - 2-9 - 13-6

f( - 1) = -11 - 19

f( - 1) = - 30

Since f(-1) is not equal to zero, x+1 is not a factor of

f(x) =2x^3-9x^2+13x-6
