Okay, Once Again The Value Of X Has Been Lost & It's Up To You To Find It.
-  \frac{1}{2} (x + 4) = 16
1st. Divide Both Sides By -1/2, Dividing By -1/2 Is The Same As Multiplying By -2
\frac{ -  \frac{1}{2}(x + 4) }{  - \frac{1}{2} }  =  \frac{16}{ -  \frac{1}{2} }  \\
2nd. Subtract 4 From Both Sides
x + 4 = -  32
x + (4 - 4) =  - 32 - 4
3rd. Divide By The Coefficient Of X
\frac{(1)x}{1}  =  \frac{ - 36}{1}
4th.
x =  - 36

The 3rd Step Is Technically Not Needed, Because We Know The Coefficient Of X In The Equation Is 1, If It Was Any Other Value, Then It's Needed.

the arrow touches the ground when the heigth is 0

so we need to replace h=0 and solve for t

\begin{gathered} h=17t-5t^2 \\ 0=17t-5t^2 \\ 0=t(17-5t) \\ 0=17-5t \\ 5t=17 \\ t=\frac{17}{5}=3.4 \end{gathered}
