Answer: Water scarcity is commonly faced by community and certain area due to unavailability of fresh water to meet demands of people of that area. Insufficient or lack of water creates scarcity and shortage of water

Scarcity is the condition in which certain restriction or limit occurs on resources in natural form such as food scarcity , water scarcity etc .

Shortage is the scenario in which occurs when demand of certain good is high in market or public than the actual quantity of that good.It leads to shortage of goods.

According to the question, normally person around a area can face water scarcity and shortage in which fresh water for particular area is not available due to lack of sufficient water.Over-usage of water and climate change mostly leads to shortage of water for certain area and unable to meet requirement of people. Because of this situation people of that area face scarcity and shortage of water.
