Well, the answer would be the first one. because when immigrants came into a new place there wasn't any room for them to get a job as well as the fact that some of them wernt as willing to get a job. and with them being so unemployed it left many of them on the streets. that being said if they were on the streets then they were more likely to get into trouble and rob from other businesses. hope that helps! :).
