someone can be prejudiced towards a certain group but not discriminate against them. Also, prejudice includes all three components of an attitude (affective, behavioural and cognitive), whereas discrimination just involves behaviour.

No, I don't think so. The President is the one who can increase his power during these difficult times over the judicial branch and the legislative branch.
