Between 1939 - 1941 the official War Policy of the U.S was "Neutrality"

Explanation:

Because the U.S was still feeling the the effects of World War I <em>(1914 -1918) </em>and they were not willing to engage in another conflict so soon. Although many Americans stuck with the isolationist view, President Franklin Roosevelt worked in the shadows to send aide to allies and to prepare Americans for a conflict that he regarded as inevitable.
