Truman presents American policy as both offensive and defensive. Florida's Cuban immigrants were strong supporters of independence. Florida' community cigar workers were mostly Cuban immigrants.

Explanation:

West Tampa became the huge social hub wherein night clubs and dominoes played a major role. Cubans from all over the world supported the cause of independence an they donated huge amounts to Tampa wherein the cigar industry became much powerful politically and economically. Lector was the fellow worker in the cigar industry who selected the workers for themselves and began yo lecture in favor of Cuban independence.

Gradually they  started to render lectures which were on the lines of leftist and anti corporation and hence Tampa companies banned them. After which La Resistencia became the major labor union which united the Cuban, Havana cigar workers but later in 1900 all the Tampa cigar factories were bought by the Americans under the name of Duke tobacco trust. there was a change in the corporate culture in the tobacco companies and the attitude of the workers changed which was reflected in increased production of tobacco
