The Virginia Plan was a proposal or a plan that the Virginia delegates had to establish a bicameral legislature for the United States. In 1867, James Madison elaborated the plan based on the idea that the states had to be represented by their population numbers. This was the reason that did not like the small states. Indeed, the state’s delegates that most strongly opposed the Virginia Plan were the small states. Additionally, James Madison proposed three branches of the government for the new United States.
"The promise of an easy life" was not a reason that people moved west in the late 1800s, since in fact many people knew that this new life would be quite dangerous and difficult.
