No, because 4 x 3 +1 is 13, and there are only 9 tape pieces. 2/3 does not equal 1 so it can't be 4. Just because there are 4 groups of 2/3 doesn't mean that the answer will be 4. the answer will be 3 x 3/2 (because 2/3 would be flipped in a division problem) which is 9/2.
