The word constituent can mean being part of a whole, like the example:

Ex:<em> "Salt is one of the constituent minerals of water."</em>

Or it can also mean being able to vote and decide things inside a community or population.

Ex: <em>"The constituent board is now on meeting discussing this matter."</em>

And it can also be an synonym of the words "voter" and "elector".

Ex: "<em>The politicians must attend the constituents needs."</em>

In politics, a constituent is an individual voter in an electoral process, that forms part of a voting district. It can also make reference to an assembly with the power and mission of creating and regulating a constitution for a nation or state.

Why was the federal civil defense administration created?
BartSMP [9]
The predecessor to the FCDA, the Office of Civilian Defense was abolished in June 1945 with the end of World War II. In the period between the end of the World War and 1949, when the Soviet Union detonated their first atomic weapon, little was given to the topic of civil defense. After the Soviets demonstration of their first atomic weapon there was a feeling of the need to do somethingthroughout both the American public and government.[5] This led to, among many actions, the creation of the Federal Civil Defense Administration by President Harry S. Truman in 1950.[6]

A purported website address for this government organization (rendered as "The F.C.D.A.") was briefly referenced in the 1998 American science fiction film Deep Impact at time marks 0:54:26, and 1:18:50, using a fictional website listed in the movie audio monologue and subtitles as "http://fcda.gov/". This seemingly fictional website (as used in the movie) has not been known to ever exist, and the Internet Archive and WHOIS databases carry no record of it being for any organization, government or otherwise.

Why did the office of Vice President become more important, with more responsibilities, as the twentieth century progressed?
slava [35]
As the scope of responsibilities of the President of the United States increased during the 20th century, the Vice-President came to be relied upon to handle greater responsibilities also.

A 21st century Vice-President, Joe Biden, said it well:  “The way the world has changed, the breadth and the scope of the responsibility an American president has virtually requires a vice president to handle serious assignments, just because the president’s plate is so very full."  Biden was quoted in the book, The American Vice Presidency: From Irrelevance to Power, published by Smithsonian Books in 2014.

Another point might be made about 20th century Vice-Presidents -- especially in the latter half of the century.  A number of Vice-Presidents became President because of things that happened to the President.  .  President Franklin Roosevelt died while in office, and  was succeeded by his Vice-President, Harry Truman (in 1945).  Vice-President Lyndon Johnson became President when John F. Kennedy was assassinated in 1963.  Gerald Ford rose from Vice-President to President when Richard Nixon resigned to avoid impeachment.

In the current situation of American politics, with partisan politics strongly dividing Congress, Vice-President Mike Pence has functioned a number of times as the tie-breaking vote in the Senate on important matters -- another way the Vice-Presidency has taken on greater responsibility lately.
