Lunch + Puzzle + Magazines < 30

9 + 4.50x < 30

-9         -9  (subtract 9 from each side)

4.50x /4.50 < 21/ 4.50 (Make them as fractions.)

x< 4.6 (repeating, so just put a line over the 6.)
