The general equation of the circle is

(x-h)^2+(y-k)^2=r^2

where, (h,k) are the center of the circle

r is the radius of the circle.

We have given, A(-3,5)=(h,k) is the center

and r=5

Substitute in the equation,

(x+3)^2+(y-5)^2=5^2

(x+3)^2+(y-5)^2=25
