This quote was inspired by the French Revolution and the Napoleonic Era which Metternich lived through and witnessed the Europe-wide consequences of both events (that even affected his home country of Austria).

B. Is the correct answer because what happens to one country can easily be spread to another country. Also if another country such as (Europe) sees another country (France) doing something they would most likely want to copy or do what the other country is doing either to inspire them or to be in battle with them.
