cross multiply

8  ×  x   =  40 ×  3

   8x    =  120

Divide both-side of the equation by 8

8x/8  =  120/8

x =  15

The number of people Toby can reach in 40 calls is 15.

Now compare;

Clara can reach 16 people in 40 calls

Toby can reach 15 people in 40 calls

Therefore, Clara can reach more people  than Toby in 40 calls
