The funds distributed by federal governments to state and local government are for various responsibilities. Sometimes the responsibilities to provide an essential service or functions are shared between the three government entities. The main shared grant is health care, education and training.  

65% of the grants are allocated to health care while other services take less proportion. Other shared grants responsibilities include social security, highway and transportation, legal and judicial services, correctional services. National security together with welfare consumes more government resources since 2014.
