It's a quadratic so the parent function will be
y = x ^{2}
We can see that it has been shifted to the right 5 units, which gives us a new function
y = (x - 5) ^{2}
It has also been shifted up 9 units:
y = (x - 5) ^{2}  + 9
But it has also been flipped across the y-axis which makes this the final change we need to do:
y =  - (x - 5) ^{2}  + 9
