Answer:

The people that rested for 15minutes after the learning performed better than those who played a game after. And this is because; REST AIDED ENCODING.

When you rest after learning a new thing, it sinks in better and you are able to remember it better because your brain has rested which makes it easier for it to encode and assimilate the new things you just learnt, (what you learnt goes into the long term memory) Now those that rested did better than those that played game after because they didn't give the brain further activities to ruminate over (They allowed the brain to rest which aided encoding) whereas those that played games will have the brain over worked and they will easily forget all they learnt because it hasn't gone into the long-term memory, and hence not properly encoded.

The constitution limits the military's power because the president is the head of the military. He or she is the one who can declare war. Also, members of the military arts still subject to the law.
