Amendments were passed to maintain a stable legislature of the constitution. The constitution states that an amendment may be proposed either by the two-thirds majority vote or the Congress vote in both the Senate and the House of Representatives by a convention for by two-thirds of the state legislature.

  • <u>1st Amendment</u>
