Amendments were passed to maintain a stable legislature of the constitution. The constitution states that an amendment may be proposed either by the two-thirds majority vote or the Congress vote in both the Senate and the House of Representatives by a convention for by two-thirds of the state legislature.

Explanation:

 • 1st Amendment

The first amendment guarantees freedom for religion, assembly, and the right to petition. Congress cannot make laws respecting an establishment of religion. This prohibits Congress from restricting the rights of an individual to speak freely or press.

 • 2nd Amendment

This amendment guarantees the right to bear arms being necessary to the security of a free state. A regulated militia is brought by this law.

 • 8th Amendment

The eighth amendment restricts strict and cruel punishments and excessive bails given to people. It also restricts excessive fines.
