The law of Inertia is basicaly that if an object is in motion, it will stay in motion unless a force is stopping it. It affects them because the object (person) is in motion, but nothing is stopping/restraining them.

Answer: Inertia affects a person who is not using a seatbelt during a crash when the vehicle stops the body will keep rolling as they don't have the seatbelt on to restrict them from going and perceiving a damage.

When the motorist uses the brakes, an unbalanced energy is utilized to the vehicle.
