They complained that the new system threatened liberties, and failed to protect individual rights. ... One faction opposed the Constitution because they thought stronger government threatened the sovereignty of the states. 8. One of the major compromises in the Constitutional Convention was between the small states and big states. The small states wanted each state to have the same number of representatives in Congress. The big states wanted representation based on population.

9. Federalists argued that the Constitution did not need a bill of rights, because the people and the states kept any powers not given to the federal government. Anti-Federalists held that a bill of rights was necessary to safeguard individual liberty.
