The answer is A. The southern states had a law that they could go into any territory and retrieve a runaway slave. Most of the men would grab a free African American and say he was a runaway, no one could stop them.

In the current economic crisis, we have seen a reduction in the demand for jobs, because most firms are either selling less, or have simply gone out of business.

This has led to higher unemployment, since many people have been fired and cannot find new places where to be hired.

The Three-Fifths Compromise was a compromise established during the 1787 Philadelphia Convention between the colonies of the North and the South. This compromise considered, in the rules for counting people represented in the House of Representatives, that a slave was counted up to three fifths of a free man.  

The question was important, as the population count would then be used to determine the number of seats each state would have in the US House of Representatives. The Compromise gave a disproportionate representation of the slave states in the House of Representatives compared to the voters in the free states until the Civil War.

The emancipation proclamation went into effect on January 1st 1863. It stated that all people with slaves had to be free, that was only with the rebellious states. These rebellious states were the ones in the South. So that is how the South was affected by this. They had to give up there slaves, but there slaves were there labor and they had to learn how to do without.
