The Immigration act of 1965 excluded the earlier quota scheme of immigration grounded on national origin. I intended to implement the policy of bringing together immigrant families and trained labors to the United States.The act was proposed by Emanuel Cellar, Ted Kennedy, and Senator Philip Hart, implemented by US 89th Congress and was put to effect by President Lyndon B. Johnson.

It continued statistical limitations but relieved the immediate family member of the residents of America. Execution of the Act amplified the arrival of immigrants precisely from Asia and Africa. By equalizing the directives the act also gave rise to settlement from the non-European nations, which brought a drastic change in the ethnic composition.  

It intended at abolishing the “National Origin Formulae” dominant since the 1920s. It also exterminated the discrimination existing against the Europeans, Asians and Northwestern Europeans by instituting the “Preference System” that gave the kin of United States citizens a legitimate and everlasting nationality.

It was proposed by Rep. Emanuel Celler, of New York, co-sponsored by United States Senator Philip Hart of Michigan, and strongly supported by Senator Ted Kennedy of Massachusetts.

An annual maximum limit of 300,000 visas was established for immigrants, including 170,000 for countries in the Eastern Hemisphere, with no more than 20,000 per country. In 1968, the annual limitation for the Western Hemisphere was set at 120,000 immigrants, with visas available depending on the order of arrival. However, the number of visas for family reunification was unlimited.

By equalizing immigration directives, the law gave rise to new immigration from extra-European nations, which has changed the ethnic composition of the United States. Immigration doubled between 1965 and 1970, and doubled again between 1970 and 1990. The most dramatic effect was that it redirected immigration from Europe to Asia and Latin America.
