Well, you can turn these into percents to get a different view if the fraction thing is messing you up. Do this by dividing the top by the bottom and multiplying bu 100. 

1/8 = 0.125           0.125 x 100 = 12.5%
3/8 = 0.375           0.375 x 100 = 37.5%
1/4 = 0.25             0.25 x 100 = 25%

1/8 is the smallest and 3/8 is the largest

Another way to do this would be to multiply 1/4 so all three numbers have equal denominatior. 
1/4 x 2/2 = 2/8 

comparing, 2/8 3/8 and 1/8, you can see that 1/8 is the least and 3/8 is the most

It might be a tragedy of fate after all. Yes, I do think that the witches play a central role in the play, because if it hadn't been for them, none of the tragedy would have happened. If they hadn't told Macbeth about what was to happen, he would never have thought about killing Duncan and becoming king himself. He would have been satisfied with where he was at that particular moment, and proud of himself.
