example : 1/2 * 2/2 = 2/4...so 1/2 and 2/4 are equivalent
                 2/3 * 3/3 = 6/9...so 2/3 and 6/9 are equivalent

now to ur problem...
3/5 and 6/10.......3/5 * 2/2 = 6/10...so yes, 3/5 and 6/10 are equivalent
