Answer:

The two previous horses were heterozygous recessive. They carried the genes for OWLs however the genes were recessive therefore the dominate gene gave it's phenotype. I would tell the horse owner that it would be best to breed using different horses, however breeding with the same horses may still lead to healthy results.
