It's 1787 and there are many people coming up to this picnic, I'm deeply quiet because I am one of very few people who know this secret.... I have heard we are having this picnic to support the new government today! Which to me is bright and harmful to hear. But I shall not spill this huge secret to anyone but myself. A state has all of those characteristics except an ethnicity. An ethnicity is something which belongs to a person or group.
While a state may have groups of people who belong to certain ethnicities, a state itself does <em>not </em>have an ethnicity.
