At that time, the states that supported the confederate in Revolutionary war chose to do so because Slaves are really important as labor force to sustain their economy. While those who support the Union tend to use new technologies from the industrial revolution to replace the slave labors.

Since they are still relatively,  Georgia still experimented with the economic model that would be beneficial for them. They are unsure whether they should support the confederate or the union.
