Rate of decrease = 17.5 - 10.3 / 10

b ) Rate of decrease in percentage = (17.5 - 10.3) / 10

= .72 %

c )  Percentage of high school students who drink and drive  at the beginning of 2014

t = 2014 - 2011 = 13

= - .72 x 13 + 17.5

= 8.14 %
