The one item in the list that doesn't influence US economic foreign policy would be "opposing free trade agreements."  That would not be something that influences US economic foreign policy, but an action that would be an exercise of what is called "economic nationalism."  Economic nationalism seeks to avoid foreign economic entanglements and protect the businesses of one's own nation.  It's sort of the opposite of economic foreign policy, more of a domestic response against foreign influences on the domestic economy

What practical measures did the people of Mesopotamia take to grow crops on a regular basis

The people of Mesopotamia had two rivers namely the Tigris and Euphrates. They made canals and other man made waterways to use for irrigation and to supply their plants with water. Using these irrigation tools they channeled water from rivers to their crops. Irrigation helped keep the soil moist, and the river water delivered nutrients to the soil. In this way they grew crops on a regular basis.

Few crops that they grew were- barley , wheat, vegetables, lentils, fruits etc.
