5x4=20.  put that below the 23.  subtract 20 from 23 = 3

carry the 5 down next to the 3, so you will have 35

So:
3 + 3 = -1b

Then combine like terms:

Following PEMDAS, divide -1 on both sides so..
-6 = b or b = -6
