use the trigonometric function which is tangent
tangent is equal to opposite/hypotenuse
the angle is 11 degrees
28 foot will be your opposite
your hypotenuse is the missing

tan(11 degrees)=28 foot/ hypotenuse
hypotenuse= [28 foot/ (tan 11 degrees)]
hypotenuse = 98.8 feet
