Courtyard: Length=22 ft; Width = 12 ft
Fountain: Length = 6 ft; Width = ?

Area of the courtyard = 22 ft * 12 ft = 264 square feet
Part of the courtyard covered with stone has an area of 246 square feet.

Area of the fountain = 264 square feet - 246 feet = 18 square feet.

A) Width of the fountain.
Area of the fountain = Length * width
18 square feet = 6 ft * w
18 sq.ft / 6ft = w
3 ft = width 

B.) Fraction of the area of the courtyard will be occupied by the fountain.

Area of the fountain: 18 square feet
