The Anti-Federalists wouldn't sign the Constitution until the Federalists promised that they would add a Bill of Rights that would state what the rights of Americans are. They were also added to guarantee the protection of the people from a strong central government. The Anti-Federalists were afraid that the government would abuse the citizens unless they were guaranteed their basic rights and freedoms.
