new Java compiler is released that requires only 60 percent = 60/100 =0.6

CPI increase by 10 means 1.1

by applying formula

where

Time pf processor * java compiler release *CPI = fastest compiler

15×0.6×1.1 = 9.9 sec

A new compiler application run 9.9 sec faster than other compiler.

How is a ink pen better than a digital pen.

It depends on what digital pen you're using.
Ink pens are better because they don't run out of ink like digital and you dont have to re-charge every time.
