Using all capital letters when writing an email or any other source of writing may cause the person on the other end to feel yelled at or threatened. People tend to use all caps to 1, make sure the other person is listening to what they are saying, 2, get their point across, and 3, create emphasis.
People use caps to create emphasis. Emphasis is a special value that is suppose to go to a word of / or phrase.

<em>"COME HOME RIGHT NOW!!"</em>
This is an example of emphasis because this person is writing in all caps to get their point across. The person on the other end might be threatened or scared, so they might come home. People put a word or phrase in caps to get a point across.
You will not want to write in all caps if you are not wanting to create an urgent matter or make the other person feel threatened. if you use caps, you might make them feel like you are yelling at them, and you would like to avoid that at all costs.
