The reason the U.S. sent most of its resources to Europe when it first entered World War 1, was because in December 1940 Winston Churchill warned Theodore Roosevelt that the British could no longer pay for war supplies. The United States lent these supplies and did not expect to receive payment for them until later after the war. It was due to the Europeans being almost bankrupt that the two nations decided to sign the "Lend-Lease" agreement. In this agreement the two nations decided that Britain would give consideration to the United States by jointly acting towards the creation of liberalized International Economic Order after the war instead of paying back dollars for every supply lent during the war.
