First the time, date, and place for the ceremony must be designated and the information disseminated.  The size of the unit and the space available for the formation will determine whether the unit will be formed at close interval or at normal interval.  Once the unit has been formed, the individual or individual's to be recognized will form up in the rear of the formation.  They form according to precedence of award, medals, certificate of commendation, meritorious mast, letter of appreciation, etc
