So the first thing that you have to do is subtract the smaller number from the bigger number. In the case of this problem 22,955 - 19,700. Once you do this you will get your change, 3,255. Then you want to do your change/original, 3,255/22,955 and divide. On you do this you are probably going to get a weird decimal place. In ths problem you get 0.141799172... So what you are going to do is multiply at weird decimal by 100. This will give you your percent, 14.1799172. Then you can round that to whatever you need it to be. For this problem you get 14%.
