The Congress, which is part of the legislative branch, is in charge of creating laws, as well as other roles such as checking other branches or declaring war. Despite these important roles, the actions of Congress are limited by the Bill of rights, for example, the First Amendment establishes laws cannot restrict rights including the right to assemble, free speech, or exercise of religion. This also applies to other amendments in the bill of rights as the laws created by Congress cannot go against the rights protected in the bill of rights.
