The governments of the advanced countries of the world protect workers. Therefore, the employer must not set a minimum wage without being able to set elementary living standards. In some underdeveloped economies, the employer directly dictates the cost of labor, which is often below the minimum. Also, due to the high unemployment rate, not becoming a quality union, the employer has the space to determine the cost of labor on its own and, at its sole discretion, to receive and dismiss fully disadvantaged workers.
