I believe the answer is: Opening the halls of government to the citizens and abolishing the monarchy

By abolishing the monarchy, the king and nobles that held the absolute control within society started to losing their grip. This force the people to establish a new form of government which put the majority of the power to the people, hence a democracy was being chosen.
