Governments are supposed to have limited power because they are meant to serve the people, not the other way around.

Considering that, having stricter rules mean that the rules won't jut "do what they want" when in power.

Having strict rules and strict functions to each statesmen means that they are more likely to do what they are meant to instead of turning the power of the government against the people.

The East India Company lost its power during the Indian Mutiny of 1857, but before this there were numerous ways it came into power in Eastern India. The British primarily made this to trade with other countries, especially India and China, effectively. The British obviously paid all of the expenses, to the point where the East India Company had its own military. This company was a prime example of British imperialism.
