Bulgaria had several issues with UN because of its failure
to comply on some of the sanctions implemented
by the SC. The war in Yugoslavia and the the foreign debt that it has incurred during the were some of the issues that had made the UN
very hesitant on accepting Bulgaria as one of the members of UN
